How To Make Light Textures
This tutorial is for Photoshop 7, and assumes at least a basic knowledge of the program.
First, we'll start with a new 200x200 canvas - we'll fill the background black, so we've got a black square:

Now, go to the brush tool, and select a small round brush:

Now, draw a few lines, in white (#FFFFFF) on the canvas:

(dont worry if your lines are pixelated; I use a pressure sensitive drawing tablet, so my lines are smooth because it's like I'm drawing with a pen)
Now, taking the smudge tool - this time with a larger brush tip (around 20 pixels, as apposed to 3), and start smudging the lines carefully:

Once you've finished smudging, add some more white lines to highlight areas, like so:

And smudge these in aswell. Now this can be very time consuming, especially with a mouse instead of a drawing tablet, but keep at it, and you can end up with a texture like this:

Once we've got the texture, we want to resize it down to 100x100 - this helps smooth out the image. Image>Image Size:


And now the image should look like this:

Which we can use on icons to create effects like this:

Now, you can use different colours, and just play with it - remember to add at least some white to the highlights in the lighting, just to make sure the lights look really bright...! Have fun!
