Dithering
Tutorial
This tutorial
is for Paintshop Pro. (These caps are from PSP8, but they are basically the
same in PSP7)
How to make dithering
effects like this one:

You need to start
with the base image. I used this one:

Make a copy of
the base image, and paste it into a seperate window (ctrl+insert, ctrl+shift).
We're going to do the dithering effect on this layer.

The dithering
effect is done by decreasing the colour depth. This is located under Image>Decrease
Color Depth>256 Colors (8bit)... or Ctrl+Shift+3 apparently. Once you've
selected that, another window will pop up.

You need to select
Standard/Web-safe, and Ordered Dither. The image should look like this when
you press ok:

You can see there's
alot of quality loss. Although that's what we are going for, it's a little
too drastic really. So, we copy that image, and paste it onto the original
image as a new layer. Your layer palette should look like this:

You need to use
the eraser tool to remove some of the dithered layer, around the faces and
some of the brighter spots of the image. Use it on a round brush, with the
opacity set to around 50, and the hardness set to around 15. Set the brush
size to about 20. Carefully erase the pieces you want to be more clear. It
should look something like this when you're done:

See how their
faces are clearer, and the white part of the burst effect behind them is clearer
too? That's where you need to have erased.
And thats pretty
much all there is to it. You can also add some other effects if you like,
perhaps use a dodge effect or screen, or something along those lines. It's
all good! I added a border to the finished version, but you dont have to;
you can customize any way you feel looks good.
