Effects Tutorial
This tutorial
is for Paintshop Pro. (These caps are from PSP8, but they are basically the
same in PSP7)
How to make colour
effects like this one:

You start off
with the original image; I've already done the border, the text, and the scan
lines, so we'll just leave that as it is:

You need to duplicate
the background, so you have two identical layers. Then, you need to set the
top layer to a different setting, like this:

I've used Dodge,
but you can use a different one if it looks better! Now, the top layer will
look very bright like this:

Now, thats just
a little too bright - so we'll adjust the opacity of the Dodged layer. It's
at 100% opacity at the moment; lets take it down to about 50:

Now the image will hopefully look the way you want it to! You can adjust the opacity
to suit your wishes; if you want the colour effect to be more pronounced, just
set the opacity higher, and if you want it more subtly, just lower the opacity!
It's that simple.
